We were talking about this very thing last night. Perfect example of confusion of marriage. You could have 3 marriages hypothetically: 1. Cultural, 2. State, 3. Religious.
State and Church are separate so it shouldn't come as a surprise that Mennonite ministers (who don't necessarily ordain trained pastors) did not have qualifications in the 20's to perform civil marriages. Even to this day the state does not recognize church marriages alone.
