Perfect example of confusion of marriage. You could have 3 marriages hypothetically: 1. Cultural, 2. State, 3. Religious. State and Church are separate so it shouldn't come as a surprise that Mennonite ministers (who don't necessarily ordain trained pastors) did not have qualifications in the 20's to perform civil marriages.
